Detect emotions/surface thoughts. This works much like overhearing conversations, and she has only limited control of it—she can't turn her "hearing" off, but she can redirect her attention so that what she's picking up doesn't register with her conscious mind. Thoughts backed by strong emotions are more like a shout and harder to miss than someone working on budget spreadsheets or idly pondering what they want for lunch. Also, she will usually notice thoughts that are about her specifically, analogous to how hearing your name will get you to focus on the speaker.
Read deeper thoughts/memories. By focusing, Kerrigan can pick up more of what someone is thinking, or information they know but aren't consciously recalling at the moment. A non-psychic will not notice this happening.
Project emotions/images. She can communicate non-verbally with other minds within range. This can be overt, with the recipient being aware Kerrigan is trying to "talk" to them, or covert, with feelings or perceptions seeming to suddenly just be there. Someone who knows the latter is possible can suspect the source if they have reason to, especially if she's not being subtle about it.
Communicate verbally with other psychics. Your standard telepathic conversation. The person on the other end of the conversation does not have to be a powerful or skilled psychic.
